Actually, Nazo wrote the Legion questline. He was the one who wrote the "progressive" Legion and female legionaries just for the sake of pushing progressive, current year gender politics. He also wrote the Enclave fascist line and the sex lizards. Like all male feminists he is a pervert and a reprobate who consistently needs to inject both his fetishes and politics into his works. This is not the type of guy you want writing the Legion or a lore friendly Fallout mod.

In defense of Fallout 3, the Brotherhood technically didn't change at all. Lyon's chapter went rogue. It's still transparent as to WHY Bethesda did this, but the point remains that it makes sense. It's just that Lyon's chapter is as interesting as a block of wood.

 

I mean to be fair, Kimball and Oliver being criminally incompetent neo-con stooges is already how they're portrayed in Vegas.

Again, New Vegas was written by intelligent people who kept their politics in check. One can argue that Kimball and Oliver policies were a mix of the Bush administration and the American government during both the Reconstruction Era and Indian Wars. The writers of New Vegas were smart in that they were subtle. Brevity is the soul of wit after all. This mod was made by degenerate perverts whose writing when it comes to politics have all the subtly of a brick to the face.

 

Well, maybe Kimball was. Oliver got to where he was through nepotism.
