Yeah I have always wanted to see some hydroponics level or other type of farming inside the vaults. It would have made things more believable.I like the idea with that farm set inside the vault.

Not necessarily, Bethesda has several Vaults on the East Coast that are under 100.Edit: If it's really 32, then that would mean it's somewhere near the West Coast, as Bethesda Vaults all have numbers around 100.

In Fallout 3 (Capital Wasteland) there's Vault 77, 87 and 92. In Fallout 76 (West Virginia) there's Vault 51, 63, 76, 79, 94 and 96. Fallout 4 (Boston) has Vault 75, 81, 88 and 95.
All of these locations have vaults that are in the 70s, 80s and 90s range, but Fallout 76 also has Vault 51 and 63.
