It is just your item stock in the bank. I don't see a problem in this. If someone collects lots of stuff and put it in to save it - fine. Why not?
Also we already have the dummy-char situation. The most players have a second or third char just for mule and stuff like that. So it would give no improvement to make the stocking costs dependent of the stocked items.

You can't store items in replication points. You can store items and money in banks.
The bank in NCR is under a shed in the parking lot. Look for sewer hole.
You can also store items on mule characters or your car trunk, if you have one.
