With all the theme casinos in Vegas, they should do a dictator themed one, dealers and waitresses dressed up as your favorite cute and cuddly tin pot - Il Duce, Uncle Joe, The Beard etc. Who wouldn't want to take a family picture with Idi Amin? The buffet would probably suck though (shortages and rationing). Couldn't be worse than Circus Circus.

How would the casino interior look like, and would the slot machines and cards have their own unique symbols and pictures?

* kings and queens replaced with the mugs of dictators, Hitler dressed as the queen of hearts for example *

* three smiling heads of Fidel Castro with a big Havana replacing cherries or bells *

I'm just brainstorming at this point, but I like your thinking.

Back to Hitler as a croupier. I'm going to debunk this one. Croupier (maybe because I'm a Yankee) I associate with Bacarat, Tuxedos, shades of Ian Flemming and all that. Way too high brow for Hitler, dead giveaway. Our favorite art-school reject is more bougie - he's a scratch ticket man all the way.
This is why the cheesy Las Vegas casino motif would work so well.
