I seem to be stuck in the prison. I got the assignment from the guy behind the desk and talked to Gary but I can't seem to find anyone else to talk to. I also can't find the pdf file that other people have mentioned.
Look inside the building with the forcefield prison cells. One if the prisoners "behind bars" si to speak unlocks private conversation after you talk to the prisoner that you need to bribe.

That dude was super hard for me to find as well and it didn't help that he only gave floating lines first time I talked to him. I didn't realise he would have dialogue later.
