Logically the Enclave still have to be around.

I don't want another nuclear war. Better to set a prequel or midquel in a different location.

As for the Enclave, they are probably still around but they aren't going to be very strong.
 
The Enclave are an utterly stupid, self-destructive and genocidal group who should never at all existed in that form in ANY Fallout game.

Oh, and the Legion took pleasure in mind games, torture and slow painful deaths. These are atrocities even the Enclave would never have committed. In some ways, the Legion are actually worse. In SOME ways, anyway.

Their leaders solely may be quite stupid, but even that is disputable. Yes, I'll be honest, I've enjoyed Fallout's Master and the idea of raiding a mutated supersoldier stronghold more. But they do hold place - what does the 'old' government look like? I mean, we always hear in case of such danger, most of the government escapes (in this case, to an oil rig). How have they evolved? What is their plan, their goals? How will they achieve them?

You can't blame the average privates or scientists. They had no choice. No other option. Perhaps, some of them are even held against their will (I could be mistaken). Remember how some readily helped you on the Oil Rig?

Also, I'm fairly sure there's an Enclave outpost in Chicago. Hopefully, the rest of them bad guys rot there. Nothing new these pals could introduce.
 
The Master's plan was totally flawed but in no way as stupid or genocidal as the Enclave plan, which was to transport occupants of vaults who they mostly killed off due to pointless social experiments. It would have made more sense to try to enforce their domination on the wasteland and rule over the remaining humans than just flat out destroying them all.

I'm not hating on the members of the Enclave, I just hate the mere idea. Or how it was implemented, anyway. Genocide? Pointless.
