No, unless they advertise that the stuff they're selling as DLCs is actually in the full game. It's not like they're doing something wrong, they create a product, then allow people to buy extras if they want to. but Dragon Age offered you to buy DLC's that seemed like they were supposed to be in the game. on two occasions I started having a dialogue with a person and as I was about to accept their quest, I realize I have to pay money to go further.

I don't know how it was on the PC , but on the xbox you had a free download code for that DLC in every package of the game. So it's the same as now in ME2.

I read somewhere you even get some sort of stash for all your loot with one of the DLC's in Dragon Age, which was sorely needed in the original game. hell, all the loot and the inventory being a hassle is one of the main reasons I didn't enjoy the game and stopped playing.
