Are you using latest version? 2.47.3.2 Should not have party levelling bug.
Yes, but i since this bug was there for ages, i doubt this is the case. As i said i use configurable party appearance mod, so it may cause this. Also there is no way to change party NPC stats by any other means. Not proto editing, not custom perks or save editing have any effect. NPC level up, change stats, and then reset as you leave the map...
Guess it is some script conflict. Have to check.

Just to clarify, 2.47.3.2 is a full repack or patch on top of 2.47.1?
It's a full repack.

Edit: It's not the configurable NPC armor script. It may also be related to the party control mod. Damn thing is so stubborn to load other than default values... Guess some workaround script can be made, like Nirran's scaling difficulty, but for party only.

I have the same issue, but I remember playing 2.47 and NPCs leveled up without a hitch. I had party control turned on, so I'm not sure what's causing it. I restarted the game and will try to level Sulik and Klint. I was thinking of saving the combat turn as NPC then change that savegame, but saving is not allow unless it's PC's turn.
I tried running Fallout 2 as admin, alas no cigar. I tried playing same savegame at version 2.47.1, to no avail. As soon as I leave map, all levels are lost.
EDIT: I partially restarted the game, by that I mean I played from my last after Temple of trials save, using clean installation with 2.47.3.2. No dice. Levels are lost. Tomorrow I will try for a full restart, completely blank installation and see how it goes from there

the whole point of proccessdat2 is to get rid of the lvl up lose stats buff for party members,the program adds lvl 1 protos to master dat,also make sure the lvl one party member protos are not present in data/proto/critters,the bug is causeds by the engine trying to oevr write lvl 1 proto with the current lvl of party members,as they are read only,it fails to save it,hence the revert to lvl 1 stats

Oh, thanks for response. It seems i have new proto data packed in my master dat, and i removed lvl1 archetypes from data folder, even though i added them later, after i encountered a bug, in hope to alter base stats. Doesn't work.

Also, for some reason zip archive with processdat2 is marked as "no need for this" in latest release. Maybe it relies on already modified master.dat?
Also, modified or not, the OG master.dat contains Vic and Sulik proto's and level data, so those two are fully intact and should work as intended. But no. Resets.

Maybe there is there an other way to load up those prototypes?
Also, this maybe not your fault, cos i seen this bug many times, and it always breaked my "diplomat with fists" playtroughs. Sometimes you can play half of the game with nothing go wrong, and your party wreaking havok among almost anything, then BAM! You are commanding a bunch of weaklings, who can't even hit shit.

And Nirran's party perks resets as well, and combat skills can't be altered at all. Maybe this helps.

Also, have you considered to add some critters and art from Olympus 2207 project? Better than tactics art, and i asked them if i can use it in my own mod. They said ok.
Fallout of Nevada stuff is also good. Both have bonus art that can de used and easy to implement.
Also Olympus critters also have full classic animation cycles, so at least can be used for NPC. Lots of new NPC...

Just found a new bug, that is stopping me from moving forward without losing some gameplay time.
Right now I'm in the BOS Bunker, after reporting back about the missing patrol and getting the mission to find the Enclave squad when I get to the group floor there is a message from the officer on top talking about victory in a battle, to bury the dead and for me to talk with the general. I get teleported back to the bunker. And i'm in this loop. Every time I go up there the same happens.

Alright, I will give it a test run in couple of hours, once the kids are put to bed. Results will be posted.
 
I found sort of an exploit: Low lvl gangs around Den doesn't use their weapons, even though they have some. They use hand to hand attacks only. Easy prey.
It seems they have not wield their weapons, and don't care to equip those either.

Edit. This affects every single random encounter. They doesn't have any weapons in hands.

Well, newer version doesn't have that issue. At least.

Also, you guys may love cockroaces and komodo from tactics, but placing them in almost every wildlife encounter is a bad idea. Those sprites have wrong offsets and look generally weird.
