Regarding Sulik deciding I'm bad at the gates of VC...

I returned the Nixon doll, cured Charlie, freed the indentured servant by lying about disease, bought the plow, got Cassidy to join me, agreed to scout Gecko and find the raiders, accepted the suitcase for Bishop, got books at info center, accepted quest to bring booze to bar, gave tools to Val, traded in courtyard and in two lesser shops in inner city, bought fake citizenship papers, extorted money from Skeev and then turned him in. I also lockpicked containers in welcome center at night and the container in the day pass building.
I did not enter Ed's shack, did not enter Autodoc building, did not enter town hall (Lynette's building), did not talk to hoity toity bartender near town hall (although I did take stuff from his back room),
My karma is 197 when Sulik rejects me.
Really odd thing is that I decided to kill Klint to see what happened. So, Klint, Cassidy and Sulik and I are all at the VC gates. None of them are currently in my party. When I attack Klint, Cassidy joins me in the fight. Sulik doesn't join the fight. After Klint is dead, I exit combat. Cassidy goes back to waiting. I talk to Sulik, and I get the same dialogue options as when you first pay his debt in Klamath. And, at the end of dialogue, he joins me again no problem.
