New Vegas DLC soon, patch first

"Man/Woman of the People"

This one would depend on the player's reputation and actions so it might be tricky.
"Bystanders are more likely to fight at your side when you have this Perk"

Don't they do that anyways if you have good rep with them? Like if you're in an NCR camp and someone attacks don't they help?

I don't know. I'm just mad right now, I was writing a long thread about my idea for the next Fallout game and lost everything.

I've got one.

Actually...
Requirements: Intelligence>5, Charisma<4.
Effect: You gain the "special" ability to correct people with facts taken straight from an Old World Holopedia. For example:
"I saw a Deathclaw near Camp McCarran once. It was pretty sca-"
"Actually, Deathclaws are confined to the I-15, Deadwind Pass, and the Deathclaw Promontory. You're making that up."
"Uh, ok."
You gain a temporary Charisma boost of 2 for 5 hours after correcting someone.

Weren't Deathclaws a militar project gone wrong that managed to scape and reproduce afetr the bombs hit?

Stat boost for me!

Edit: I really would have loved a perk like this in Fallout 3. For example, "Actually, you don't need to waste a GECK on your giant Jefferson memorial purifier. You can purify water with just a bit of dirt.". :?

When you click to take it, you get a notification saying, "Actually, this perk requires IN (1 more than you currently have)."

Sooooooo.... maybe you have already seen this, but:
