Ergo they're likely to recycle ideas from VB for NV.
The reason this didn't work for F3 is that Beth didn't have anyone involved in VB in their project lead and thus it would have required them to actually get into someone else's ideas and base their work on that (and every modder knows how difficult it is to expand lore credibly). So instead they decided to do what they do. Obviously not acquiring a franchise in the first place would have been the easiest choice (unless lore-rape IS an option), but that was most likely an economical decision, not a conceptual one.

And even Bethesda did use some of the Van Buren ideas. E.g. they not only took the Hei Gui stealth armor from Van Buren, but also referenced the Chinese sabotage of Hoover Dam, which was only mentioned in Van Buren's Hoover Dam design doc.
