Ok I see! I misunderstood him. I will just buy that Gas pressure suit from him then. For some reason I thought that was a quest reward.

There's a second one as a quest reward, but for different quest.

Ghoul in Reno sewers has one if you tell his wife's new husband about him
 
Ok, I already did that ages ago. But when I went back he just had floating lines of text saying his thanks. I will check in on him again and see what's up.

If you reunite him with his wife he gives you a lighter. You get a suit from his body if new husband kills him. No idea if he has it if you do it yourself.
 
Very well then, I killed the new husband preemptily so that he wouuld kill the couple. It was very clearly his intentions. I didn't know the ghoul had a suit.

Think I will just trade for the one in Salt Lake. Can you assemble the power armor at any workbench?

Checked the walkthrough and you can get a third one- talk to the lady in the Cola factory and complete her quest by framing one of the 2 employees.

Regarding PA, you have to use items on the PA in the factory (if you killed the mechanic) or give them to him.

If you have broken PA from Phil, Wesker or final boss you can use them as a replacement for schematics or radsuit and gas suits.

I helped the lady and gave her keys back however I only got a Nuka Cola with Cherry Taste, 100$ and 1+ Intelligence for being a detective (unfortunately I already had 10 int).

I found another suit in a locker under the plant. That one is for free.

There's a hole in the fence near the Cola warehouse. Once you're outside you can use an exit grid to enter the place where they dump their sewage (there're other dogs too).
 
Ok I thought he was in the sewers below the plant but then he's outside somewhere. That's good!
 
Man there's no Iguana on Stick in the whole of Salt Lake City and that's what I need for the dog right?
 
Damn! I hate that. I would suggest a fix that allows you to tame it again.

Kill the kid too so he won't suffer. That's my psycho idea next playthrough.
 
Las Vegas appears to be all screwed up for me! I can't do anything with the Mayor's quest. I think I will just skip it. I can't find the drug lab and I don't appear to get the right dialogue options with others.

Vegas definitely feels the most unfinished.

Quest isn't really an investigation, as you have to precisely collect 6 parts of the evidence.
If you screwed up the quest you don't get the best ending, but you can still get a good one by killing everyone involved (preferrably with explosives, poison or stranglehold).
Slavers (can be killed normally), casino owner, Parker (guy in the office under mayor's) and Davis (police chief).

There're several different ways to get into the drug lab
Talk with the drug dealer or Raul (crazy junkie that runs away during first dialogue) at Hard Rock and then with the black caravaneer near the exit grid from Parking to Hard Rock.

The easiest way is to use the radio on the Parking and then use one of their wagons and you'll be taken to lab that way.

You can't free the slaves there unless you kill every single guard, lab assistant and merchants that took you there.

Reporting the lab to cop at reception desk without freeing them gets them all killed. Reporting to Davis destroys the lab (bad ending).

6 parts of the evidence
  1. Talk to the drug dealer at Hard Rock and record the conversation (unavailable if lab was eliminated)
  2. Receipt in one of the desks at the lab (building with bathtubs and slaves)
  3. Receipt in Vortis' safe (lure him out using the radio or kill them all)
  4. Receipt in Davis' pocket (steal it)
  5. Receipt in Parker's pocket (steal it)
  6. Lab reported and secured by LVPD
Doing this removes Vortis, Davis, Parker and casino owner from the game. It could be worth it to silently kill casino owner as he has a unique Colt revolver. This also cleans up reputation of freaks and they can be employed at Hoover Dam.
