Could be. I am not familiar with the LA Raiders fanbase. However, we do have a few soccer clubs in Germany where their fanbase is notoriously known for beeing racists, antisemtic and having very close relationships to extreme right wingers and hooligans. And they constantly get in trouble with the authorities. So there is that.

It can be used to defend critics, unpopular opinion etc. Yes. And I would argue that's a very good thing. But I am not sure that's the sole purpose of free speech. Free speech has always changed in our societies. The kind of things people saw as free speech was definetly diefferent in 1718, 1818, 1918 and 2018. We probably never enjoyed as much expression of ideas as we do now - including Alex Jones. Yes, yes I know it's totall opression when Twitter, Facebook and Youtube bann you. But is Alex Jones in a prison? Has he been opressed, like physically? He can still start his own radio station or get his own servers to express his opinions. That's what free speech is. Your right to express your self. You do not have a right on broadcasting it over televsion or a network of your choice. Just as how Fox News is not forced to broadcoast speaches from Lenin or Stalin or Mao Zedong, even if a majority would demand it suddenly.

First of all, who's deciding what is and isn't hate speech, this is ripe for abuse.
As with all laws, regulations and principles, it's always the society, the silent majority or the people, the community or call it what ever you will. I mean who's deciding what murder is or who's fitt to rule? Maybe you forgot the US was one a society where it was completely legal for someon to hang a black man, because it was an accepted pratcise by the society that that time, regardless if some individuals thought that it was wrong to do it. Luckily today, we reject such kind of barbarism, and why? Because society agreed on it that it's wrong.
We have the "incitement to hatred" in Germany for the last 70 years. And so far, we havn't become a dictatorship. Hell, we have even extrem right wingers in the government now, go figure.
