That's generally implied. That's why people who GET up in outrage are the problems, themselves, for not recognizing that the unspoken understanding is that "this is bad". Or, as Ricky Gervais described it, he wouldn't walk up to a known pedophile and prepare a child rape joke for him while muttering in preparation, "Right, mate. You're gonna love this more than anyone!" No, obviously the joke is shared with the express understanding between the comedian and the audience that it satirizes what we KNOW to be wrong, not that it glorifies it.I'm actually in favor of rape jokes in the way that what makes them funny is how outrageously wrong they are. If we agree that rape is a horrible thing and that the purpose of making fun of it is to create outrage then at least we agree on the condemnation of the act itself.
