Also, your mod gave me an idea. Well, I am not sure if you intend to add sounds and lipsync to your project. (Or I guess, in this game is it just a simple mouth animation? Not sure ^^". But anyway) If you do, it won't be that hard to get the voices. I'm doing some tests on those deep learning texts to speech software, and some of them are getting VERY GOOD at it. Have a look at them if you haven't already. Here is an example I made for Miria:

Wow for an AI voice that sounds really good, I love the voice you gave her! I'm not sure if I want add voice acting since I would have to make speaking animations for all the heads I made (which would be a lot of rendering ) but I might give it a try!

For the next update I was planning on doing some NPCs from Broken Hills since they have a lot of Ghouls and Mutants

Hmmm, I'm not very good at making inorganic characters like robots but I'll give it a bash. I could always just import models from New Vegas.

Maybe it's just me, but your Angela seems older than she really is, no? Angela looks thirty here. Its her face, I think. AFAIK Angela is a teen/early tween, while her mother is in her thirties/early forties - old enough to have a growth daughter but young enough to still be fertile.

Also your Momma Bishop be like, DAMN dude. Perfection.

Love your Typhoon, he's look like a ghoul retiree should look like. Dude looks like somebody's kooky old ghoul grandpa, and he's perfect.

Now you're making me want to use your talking heads for my Hearts of Iron Mod, they're so good...

I remember some guy doing a scarily accurate Overseer Jacoren impression, I legit thought he was voice splicing for a moment, but no, it was him alright.

Yeah you're kinda right, I made him after his portrait in the Megamod cause I really like it LOL couldn't imagine him any other way.
