Look at just how many sources of media, from both sides of the perspective, were parroting those "Ghost of Kyiv" and "Snake Island Resistance" stories that turned out to be fake (entirely fake in Ghost of Kyiv case, mostly fake in Snake Island Resistance).
The primary problem is fog of war. Nobody has a complete picture on what's happening, not even Russia and Ukraine - and because war has always been waged on two fronts (the battlefield, and hearts and minds) you can almost guarantee that whatever information they DO release isn't guaranteed to be the full story.
Propaganda, as shown throughout history, can be a very powerful tool. Both the Germans and the Russians understood how vital it is to the war effort, and I'm not even talking about propaganda towards your own citizens, that's only a third of the fight. The most important propaganda is not that of which you feed to your own citizens, but that of which you feed to people outside the world.
