Awareness of how much of a problem this is (or isn't) to women. If women are crazy enough to start wearing these things, or consider to wear these things, men might think of it as more of a concrete problem rather than 'Hey, this never happened to anyone I know.'
We have nothing in place that deters anyone from commiting rape except the people who wouldn't anyway, we have no punishment or rehabilitation system in place that in any way prevents repeat offenders, and preventative measures for this sort of thing are absurd to any woman who has never been assaulted, unless they are paranoiacs. The problem isn't awareness, the problem is that we live in a civilization that would rather have 10 women be raped than have a violent criminal be appropriately punished, and guess in who is encouraged by that climate? Hint: It isn't the women.
