Which boils down to the fact that you can sustain targeted damage, just like you could, albeit rarely, in the original games. That's good, but that's all there is to it.

Yes, that part is correct.
No, it does not mean the game runs in turn-based.

Maybe it was me who misunderstood you. You said enemies run in VATS (which they do) but it's a bit tricky to understand as it can read in two different ways: enemies run in vats and they are slower (as you said) and enemies use vats as well. Both are correct (because enemies also target specific parts of our body) but I somehow got the feeling you were replying as if he was talking about the first issue, while I thought he was referring to the second... Don't know I got my point through...

Last to make the game really epic, we need a villain with status, so how about a warlock was was defeated thousands of years ago by a band of heroes but who know has returned to spread darkness throughout the world, and the player is the only one who can beat him.

Here you have it, the next ultra extreme, appeal to all, Grand Theft Auto that will blow gamers away because it breaks with the old and tired gameplay and goes into exciting new directions; a turn based game in which the player must take on the magical robot mafia while being to go into space and back in time with the final goal being to defeat the evil resurrected warlock who wants to destroy the world.

Trust me, game reviewers will be all over it, and the developers will say that this is the way the original GTA developers had the game in mind but could not realise because of the technical limitations at the time.

Bethsoft is bastardizing Fallout the same way 2k Games and/or Firefly Studios is bastardizing the Civilization game for the console crowd. Have you read any previews? Fuck. One who spent, and still spends, hours and hours playing this game will be so ashamed to even consider this.
 
Didn't we read someplace that Bethesda was flying in people (game magazines) from Asia-Pacific to review the game? If so, perhaps this fellow was flown in to Washington, given the nice tour, saw the demo, and then got stroked?

Don't get me wrong. I am not excusing the review, just trying to understand what's behind this kind of nonsense.

By talking to NPCs, shaking their hands, heck, just by looking at them they will explode in the most realistic atomic explosions to grace the screen.

Because if you are not you are not a real GTA fan, all the new GTA fans will tell you so.

I'm already pre-ordering the deluxe mega editon that comes with a "real" magical robot arm and "life-size" map of the universe! I DO THIS BECAUSE I AM A REAL FAN AND AS THUS I WILL PAY ANYTHING FOR A GAME THAT HAS THE SAME NAME AS A SERIES I PREVIOUSLY ENJOYED!

*real denotes it's ability to fire sparks and small chocolate candies.
* life-size denotes that it was unable to fit in the special metal box and was thus replaced with a map to your nearest McDonalds instead, I'm loving it!

Sad isn't it? I guess if there will ever be Fallout:4 and it is made by old Beth, then I guess the next uber weapon would be Nuklear Minigun. Then Fallout:5 would be super nova launcher. Fallout:6 would be Big bang grenade. I mean, why stop with NUKULUR KATAPUTzzz?
