Besides, the games do still use 2D for backgrounds. Only house interior was pure 3D (at least in Commandos 2, I never liked the third game and only played it for like 10 minutes).
If you only look at the 3D in Commandos 2, it's actually not very good looking. The flaws are just better hidden, due to the small size of the 3D models and the pixelation effects (zooming in C2 makes the soldiers unsharp, as it does the enviroment. Therefore the 3D models aren't sticking out that harsh).
For Wasteland 2, I'll wait till I have seen the game in motion, before I start judging the graphics. Though, even then I probably won't care a lot. I've played worth looking games which were pretty fun too.
It still looks better so far then what I have seen with Wasteland 2, not to mention Commandos is how old by now? 13 or 14 Years? I know its not a "perfect" use of 3D, but its well enough as far as the mix between 3D and 2D goes. You could also go to Obisidians project Eternity which looks and feels miles better, as far as communicating the atmosphere goes with the visuals. Hell even what I have seen from Planescape Numnera by inxile looks a lot better then what I have seen with Wasteland 2, I know that what they have shown with PN is probably a form of concept art and Obsidian is a rather large development team which was working eventually on their Project for quite some time now but Wasteland 2 should be in a relatively finished state as well at least as far as presentable content goes.
I am not saying it looks outright shit or something like that. Maybe its also the way how the screnshots have been done being a lot of "work in progress" here, how you present something can change a lot how your audience feels about it.

Its not so much about graphics as it is about aesthetics. Those usually don't depend that much on hardware as graphics do.

Thats why certain games are timeless classics while other games are just ... a stress test for your hardware.
