would Fallout set in Canada gonna work?

No it would not work. You cannot have Fallout without 1950s-like culture in America, it'd make no sense.
 
Canada was annexed by the USA. It would make sense to have a Fallout game there. It'd be completely disconnected from the Core Region though. You'd have to come up with new factions et al.

Until you consider the fact that Bethesda doesn't give a crap about Fallout lore and will write in whatever they feel like. Kid in the Fridge is probably King of Canada or something in Fallout 5.

All the people and enemies will be based on gimmicky stereotypes rather than anything that makes for a good story.

Now if competent writers did it, it could work.

It would be cool to see all that Americana turned on it's head with Annexed Canada. While in the states it's all 50's music and apple pie, you would get to see mementos to the true fascist US of the old days that would make President Eden and the Enclave weep with joy.

The old world version would have been a locked down police state, with old posters all around with slogans like 'Uncle Sam is Watching You' and roadblock checkpoints with mass graves discreetly tucked away.

Posters boasting about happy Canadians, graffiti against the government and other signs of fighting before the war.

The American invasion could even play into the main plot: The provisional government established by America managed to survive the war and after 200 years it's about ready to collapse. You choose which rebel group takes over, one of the groups being a Canadian nationalist movement that started out as a partisan group.
