Truth is, you can still have good worldbuilding even if it's centered around a pop culture reference. I agree that the Kings are a pop culture reference, I wouldn't agree they're a joke. You can laugh at the fact that they dress up in Jailhouse Rock uniforms and their leader talks like Elvis, sure. Same way you can laugh at the Legion for wearing college football gear and speaking Latin. But look any further than their uniforms and they're just a regular faction with perfectly reasonable worldbuilding in the context of their region. As a matter of fact I'd probably agree with you if this faction existed literally anywhere outside of New Vegas. But I digress, Elvis impersonators will still exist in Vegas in 2077 in our real world I guarantee that. Just look at this guy:i completely fine with their backstory, but this is the thing it is just pop culture because it is vegas, i though in my first playthrough that the king is mysterious musician before the war until i learned about elvis, i was pretty disappointed how what i though was a good worldbuilding is semi pop culture joke that passed through my head
