Not necessarily, especially in the context of what we're talking about which is Las Vegas. I'd be willing to bet Elvis is more recognizable in Vegas than Mozart is today.
i completely fine with their backstory, but this is the thing it is just pop culture because it is vegas, i though in my first playthrough that the king is mysterious musician before the war until i learned about elvis, i was pretty disappointed how what i though was a good worldbuilding is semi pop culture joke that passed through my head
Truth is, you can still have good worldbuilding even if it's centered around a pop culture reference. I agree that the Kings are a pop culture reference, I wouldn't agree they're a joke. You can laugh at the fact that they dress up in Jailhouse Rock uniforms and their leader talks like Elvis, sure. Same way you can laugh at the Legion for wearing college football gear and speaking Latin. But look any further than their uniforms and they're just a regular faction with perfectly reasonable worldbuilding in the context of their region. As a matter of fact I'd probably agree with you if this faction existed literally anywhere outside of New Vegas. But I digress, Elvis impersonators will still exist in Vegas in 2077 in our real world I guarantee that. Just look at this guy:

you know the problem is how the culture is stuck at the 50s? it was good opportunity for new thing, but no!

they are a semi joke which is a joke, then you learn it goes deeper than this, but he fact they were introduced like a joke mean they are designed to be one, you can't change my mind about this, no matter how complex and deep the talking plant in jacobtown as character could be, it is still a joke same for keeng rat or his brother

him letting the vats as it is was against the core believe of his faction, i didn't read his diary since my last playthrough long time ago but i think he wanted to take the opportunity to make a cult around knights templar culture and didn't care about the fev that much, also the way he killed the scientists without thinking then after days "oh no what i have done!" made me think he is psychopath or something

i replayed fallout and maxon was an incompetent ass, he never checked mariposa because, he though it will get nuked by china in next exchange when it was not nuked in the first one, a military base is second priority, yeah sure
you would think he will check this important place that he formed his ideology in, human were so advanced that the wrong people could reach it or control it, and it reached the point when they started unethical experiment on humans, and most importantly fev
well to be fair radiation horror was at its peak at the time so he feared radiation places, it is waste of resources and men to them, and this backfired them harder

I didn't like LOTR (films) when I was young and while my tastes has changed dramatically and I would probably enjoy them if I watched them now I just can't justify watch that long of a film trilogy so all I have to go by is my memories of LOTR being poop so I still think LOTR is poop.

If you are capable of basically banging your head against a wall and forgetting modern gaming conventions and accepting the old gameplay input and design then yes. If you're expecting anything resembling a modern (from the 90's) game then no, it is an acquired taste not easily acquired.

Bob and its consequences have been a disaster for Harold character
literally if the tree shit never existed, we wouldn't get harold ass stuck in dc
also what is Bob? he can't be fev plant mutant, in lore it is impossible, and why it grows from his brain? he is a mutant with good immune system because fev and quadru helix dna, but he wouldn't survive tree sucking his brain up and growing there
actually yes why didn't his immune system kill bob a long time ago
anyway i hate bob, he make me feel schizophrenic

In Van Buren there was this whole thing where Harold was from the vault full of children (parents and children separated and the parents sent to a different vault) in an area called the Nursery that was full of plants. I don’t remember all the details, but I think that’s how they were going to explain the tree growing from his head.

I don’t know, maybe some pollen got caught in his hair as a kid and managed to stay there until he was exposed to FEV, which mutated the pollen DNA along with the Harold DNA to become some kind of hybrid? That’s just a random theory I have, not sure if they attempt to explain it in the design docs.

But overall I agree that the tree growing out of Harold’s head was unnecessary. Just something they threw in there to more distinctly separate Harold from “radiation ghouls”.
 
Certainly looks better aesthetically.
You're tripping, FO4 doesn't even know what it wants to be aesthetically. Boston is such a confusing eyesore. FO3 at least had Adam Adamowicz at the art department making a world that looks in line with the classic Fallouts. FO4 leans way too heavily into the zany 1950s with it's ugly Googie plastic/metal architecture and disgusting weapon designs. It stripped away all the charm the Fallout universe had for it's unique take on a retrofuture.
