I think it was in the Fallout Bible, and surprisingly the Vault 111 experiment makes sense with that explanation in mind.

New Vegas obviously treats FO3 as canon (just look at the Feral Ghouls) so now Vaults officially are "everything goes" experiments without a concertrated goal.

Yeah, I mean maybe if you had high INT you could figure out power armor, but a INT 1 character that probably couldn't tie his own shoe and can barely speak English just getting into power armor without any training is a little bit ridiculous.I kind of like the fact a complex beast like a PA requires a basic training.

It is Power Armor, no one should be able to taught how to wear something that is supposed to protect them. PA training just makes little sense from a logical or lore perspective, because if any idiot is capable of wearing any other armor, then they are capable of wearing PA.
