Bible's not canon though, sooo... If Fallout 3 and 4 ain't canon either (cause fuck 'em) then where are we at exactly? Cause FNV had the whole sacrificial vault experiment and the guns galore experiment.

New Vegas obviously treats FO3 as canon (just look at the Feral Ghouls) so now Vaults officially are "everything goes" experiments without a concertrated goal.

I preferred them to be normal shelters to be honest.

I disagree the rationale in this statment. The only reason why Feral Ghouls in NV act similar to their Fallout 3 counterparts is because they are built on the same engine; that does not mean NV treats Fallout 3 as canon.
 
I kind of like the fact a complex beast like a PA requires a basic training.
Yeah, I mean maybe if you had high INT you could figure out power armor, but a INT 1 character that probably couldn't tie his own shoe and can barely speak English just getting into power armor without any training is a little bit ridiculous.

I don't know, that sounds like a deliberate choice. Aren't critters their own things? Surely they could have made their own ghouls, instead.

I believe that's very likely. But if that's the case, then Beth decides canon, and so it is canon. Point was, it doesn't sound engine related.

It is Power Armor, no one should be able to taught how to wear something that is supposed to protect them. PA training just makes little sense from a logical or lore perspective, because if any idiot is capable of wearing any other armor, then they are capable of wearing PA. You simply just step into it and you are virtually a walking tank.

Simply put: Obsidian did not have enough time; consistency in writing, characerization, and world-building were of higher importance to them.
 
Either way, the point is, an enemy type is not to make the claim that a supposed "spin-off" (Fallout: New Vegas) follows the lore of a supposed "sequel" (Fallout 3). Obsidian had 18 months to develop the game, so redesigning an existing enemy type was not in their priorities at all, especially since that enemy type would be uncommon in the game later.

Note that FO4's INT 1 means that you have average Intelligence. Not that you're dumb. It's different from the previous games.
