It is pretty clear that Bethesda has missed the boat with these DLCs.
Out of curiosity, if any of you were allowed to design and direct a DLC for Fallout 4 instead of the usual gang of idiots.
Keep in mind, you need to work with the mechanics and gameplay of Fallout 4, these DLCs can not be a completely overhaul.
I really need to think on this to be honest but I would probably have liked to have done something that takes place after the ending of FO4 in which you need to bring the settlements together and unite them under into a more unified state, this one could be pro Brotherhood, Pro Institute, complete independence from outsiders (the Minutemen would probably become part of it and the Railroad has no real political ambitions)
Edit: I think I would also make both the BOS and the Institute more manipulative, the BOS being all about the military ruling while the Institute seeks to establish a society run by scientists.
Even the Minutemen would have their flaws such as not really having any idea of how to take the Commonwealth further other than just protecting settlements.
It would of course be difficult to make it flexible enough to take all the two endings into account (either the BOS destroyed or the Institute). Personally I would like to go with the idea that both the Institute and the BOS are seriously weakened. (the main Institute was destroyed by some of the inhabitants fled to a secondary installation, perhaps the one suggested in the sea. The BOS on its turn lost the Prydwen and Liberty Prime again because I hate that stupid thing)
I might even want to make it so that the Railroad gets somewhat bitten in their ass as some of the Synthetics they have saved want to create a human free zone for themselves, and reject their human appearance as they feel they should not carry the image of the old 'failed' humanity.
(and I really would like to get rid of the overabundance of Raiders, Super Mutants and Feral Ghouls, they are just cannon fodder anyway)
Biggest challenge would be to do something with that damn limited dialogue menu in order to create dialogues that are more than the standard three choices (yes, no, sarcastic)
Otherwise I would probably try to come up with an idea that takes place in a different region with complete new organizations and factions.
But truth be told, I think Fallout 4 has the least appeal when it comes to creative expansions. I don't want to rip off HP Lovecraft, horror, sci fi, books, comics, movies and such again in order to make some filler DLC. I would like to add something new and creative but that fits in Fallout and pushes the setting forwards.
