I remember there being a vanilla bug with npc leveling that prevented them from getting their final level up.

This looks like the Primitive Tribe map and I'm not seeing this problem in the upcoming release. So, this is probably a map edge problem in the version you are running, which is now fixed.

The black border stuff probably is fixed since map edges have been corrected and the latest high res patch will be used.
