I'm talking about the NPCs in the background after the player kills a guard.

Well it's few days earlier than people would realise in the real world.
Seriously: all the critism about skills, dialogs(i hate you newspaper!) etc. good and all, but trying to slur this game with this kind of things is outright silly.
The Ai doesn't surprise me, we already saw how stupid the AI was since the first trailer and with the Pornhub leaked footage. So eh... I kind of just filter it out. Bethesda has never been known for their great AI. *Arrow still in head* "Must have been my imagination!".
People would react days lafter after a brutal murder happening right next to them, what?
Gratification upon gratification
At first we had the "points" "omgz i got 1000 points!" then points lose value, cus, compared to what? Remember the points in Super Mario? I had thousands of points or was in milions?
Then levels and loot, more substansial, now the reward is something compared to something else
Achievements are litterally pats on the back "Way to go, Skipper! You did good!"

This *has* to develop further, if only to satisfy my curiousity of what will come next.
