Adamantium Skeleton: at max, you will receive no limb damage, lvl? 26.
Ninja: Your long range weapons do 3.5x sneak critical damage, while melee weapons do x10, lvl? 33
Gun Bashing: your melee damage with ranged weapons does double damage, and has a chance to do an automatic crit, lvl.? 26
Quick Hands: Reloading in VATS requires no AP, lvl? 28
Penetrator: at max, you're able to shoot enemies hidden behind cover, with no accuracy penalty, lvl? 28
Nuclear Physicists: At max, your Fusion cores will last twice as long, and you can throw them like devastating grenades when ejected out of the Power Armor, lvl? 26
these are just some of the perks that can be maxed out at an early level, Nuclear Physicists probably the most attractive one for people wanting to be strapped into Power Armor longer in the game.
