To see if FIXT is causing it, backup your Fallout folder (just copy it somewhere), uninstall FIXT, uninstall Fallout, delete the current Fallout folder if it exists (within the Steam folders, not the backup) then reinstall Fallout and try just running Fallout as a fresh install, without any plugins or mods.
