I'll take a stab at it and say somebody took James Cameron's bullshit about how to make you characters cute by giving them giant eyes when he made Avatar to the extremes and we end up with those visages of horror.
 
Well neither of the images really looks like a real person would I know that. The eye gap.
 
Some movie was on TV the other day were they made some live action anime bullshit and this girl had giant CGI eyes. looked stupid.

An anime called Psycho Pass that is trying way too hard to be GHost in the Shell but made by people who aren't even that smart. The production values are high but the visual direction is just a mess, some times women will look like moe anime lolis and sometimes they would look like they actually have a human skull, sometimes two characters of both styles will share a scene and the show doesn't even seem to realize how jarring it is.

Alita? That thing looks like another visual mess. They went all about how "Oh she has big eyes in the manga, so that's why she looks like a deformed alien" but the Christoph Waltz character had a HUGE HUGE Chin in the manga because it had a more cartoony style and they just had him as a regular looking human.
