Ideas for new Fallout threats

The Big himself can be a cyborg, or even someone beyond one. For example, a living program or computer virus - perhaps one that needs people to use cybernetics in order to allow a interface between Mind and Machine, thus allowing for total takeover.

Kind of reminds me of Wasteland 2's Base Cochise AI :)

Yes, something like that!

I think also had some others in the mind, like NEXUS from Warzone 2100, Sigma from Megaman X and Hank Henshaw the Cyborg Superman (funny how all these guys were created in the 90s).
Plus all those quotes about Mind-Machine Interfaces from Sid Meier's Alpha Centauri:

I think, and my thoughts cross the barrier into the synapses of the machine—just as the good doctor intended. But what I cannot shake, and what hints at things to come, is that thoughts cross back. In my dreams the sensibility of the machine invades the periphery of my consciousness. Dark. Rigid. Cold. Alien. Evolution is at work here, but just what is evolving remains to be seen.
— Comissioner Pravin Lal, "Man and Machine"

The Warrior's bland acronym, MMI, obscures the true horror of this monstrosity. Its inventors promise a new era of genius, but meanwhile unscrupulous power brokers use its forcible installation to violate the sanctity of unwilling human minds. They are creating their own private army of demons.

I do wonder if there's any Golden Age sci-fi dealing with cybernetics and bionics, so far in my vintage sci-fi readings, not much cybernetics. There was an off-hand mention in The Moon is a Harsh Mistress, the protag uses multiple prosthetic hands but clearly does not consider himself a cyborg, he refers to cyborgs as if they were not men anymore.

Cybernetics and bionics are mainstream in both old sci fi and gaming. Why not a mad scientist who has perfected cloning and an ongoing battle between good and evil aka god and devil. Archangel Vlad the clone of V I Lenin could lead an army of revolutionary socialists that wanted a workers utopia. A fight against the axis of evil, clones of senator McCarthy, Ayn Rand and Margaret Thatcher who use not individualism but hordes of wild eyed patriots infected with SARS39 Simian virus that had lowered their IQ but increased STR END and agility. If they could not club people to death, they would infect with ' Monkey pox '. Doctor Feelgood from a long line of human bean intellectuals would work with Lenin to find a cure... well just a thought.

I'd like an area that's just a nest of giant worms from the Tremors movies. Maybe have Kevin Bacon playing banjo give you the lore on how they came to be through a song or something.
