Its a toss up between Moira and Amata. On one hand you have a condescending bitch that never turns off her obnoxious as fuck setting while on the other you have a whiny little shit in a constant state of PMS.
Actually, no. Amata. For sure. Her own dad threatens her with violence when he goes full Dictator, damn near gives his head lackey permission to beat the shit out of her if she doesn't comply, and she'll cry a river if you fill the old tyrant full of holes. Despite the possibility of her gunning down a man not 10 minutes after telling you how much she doesn't like guns. She then goes on to lambast you during your return, blaming you for the Vault going to shit and having the audacity to evict you from 101 after you pulled it from the fire. All while acting as if this is what's best for anyone but herself. Even worse if how pally she tries to be with you while telling you to fuck off back to hell on earth while she can sit comfy as Overseer in her own little kingdom locked away without anyone to interfere.

Tandi. Always hated her, ever since she was a kid. I only saved her for Aradesh's sake. I wasn't surprised at all to discover she became dictator for life President of NCR.

I'm not entirely sure I understand the sheer hate for Daniel, as terribly flawed a person as he is. I mean, I don't think I've EVER sided with him across multiple runs because he's plain wrong, and I think he deserves all the guff Waking Cloud will give him, but he doesn't really register on the Hate-o-Meter for me.

He didn't make it in my first two HH playthroughs. Though, I eventually went the Mercy route and found it to be much better, even if I didn't get to put him down.
Also, I get the hate for Swanick (lol Powder Gangers) but if you let him run off he runs right into a bunch of giant radscorpions and gets his shit pushed in, which is arguably even funnier than killing him on the spot.

Despite his health condition, Harold is still generally a nice person and have some interesting storys to tell, or at least until Beth turn him into something worse in their version of Fo3.
Even if he coughs all the time I love Harold. Though my favorite talking head in F2 goes to either Marcus or Cassidy, Harold is still a nice guy in the wasteland; a rare thing and a commendable one.
As in Cassidy was meant to be a talking head but wasn't, so that doesn't count. Marcus and Dornan then.

And then the Restoration Patch makes it extra !!FUN!! with the Vertibird killteam. I'll be honest I kind of miss being able to fuck with the dude without worrying about the fuckers making good on anything but the Killap patch is still amazing for putting that in
