Side thought:

Couldn't maintaining a portion of the population as poor be played to their advantage though? The more modern, degreed Chinese will fill high skill labor in tech sectors, etc, while the poor will do the jobs the former doesn't want to while also having a large number of kids that will be pipe lined into Uni's and the cities? If played the right way and coupled with their sacrificial work ethic they may be able to sustain that for quite a long time.
 
I think it is more like not enough to go around. A BILLION people means lots of competition. I swear people always try to avoid the fact that too much fucking is BAD.
