Taking "humans" as slaves ... yes, I get that because most Super Mutants are not really much on the intelligent side and they have need for then to do more technical jobs (as repairing, medical care, etc ...) as dipping in FEV would achieve ... NOTHING.

These mutants are not remnants of the Master's army. They originated on the East Coast.

If he behaves the same way he did in the last 2 fallouts I dont mind, but if Beth has turned him into a cold tree that mumbles "Mutated Apple be with you" as greetings I'll shove that piece of 3D crap in Tod's ass.

Only think to make this worse is to run into plant based mutants in Fallout 4 that are Harold's 'offspring'.

Sorry but there is only one process and it does not matter were they originated ... Super Mutants are created by being exposed to the FEV and they are sterile, eventually they will catch on about not having female Super Mutants and not having little Super Mutants being born at some point (unless they are REALLY stupid, you know ... the "I fail to grasp the concept of breathing" type of stupid).

Oh and there is the fact the Enclave knows all about the short comings of dipping people into FEV and they would have no problems in pointing then out.

Also think about the conditions for a bit, you are not going to find vats of FEV lying around, the only one that had the technology to create the virus is the Enclave, the Super Mutants are not going to be able to simply replicate it without access to it and they would not, most Super Mutants are not overall bright and so it would be beyond their capabilities.

And last think about if they were doing that ... well would not be the main quest stopping the Super Mutants from taking over the world by dipping everyone in FEV? and we know its not.

I do not have problems with Super Mutants in Fallout 3 but they are already pushing it with the "giant sized" ones ... I really do not want to heard about FEV nº4, without all those pesky side effects of high chances declined intelligence and sterility.

Actually if you checked those design documents better it was mostly Greenway's effort and not the government.
He is also the guy who set up Vault 29.

well maybe the enclave has decided to make some FEV experiments on the east side, after their defeat in California.
