Though, to stay fair, 's not that I am some amazing artist (I only have "an eye" for this stuff because I have photography as a hobby, everyone develops such an eye over time if doing lots of photos) - it's more that people are used to the older Fallout graphics and something new is always looking good, I am also not restricted to tile based ground textures and can easily add more details in photoshop. So I'm sure, if others would work with the same methods as me they could easily achieve same or even better results.
You probably see these pictures as "paintings" because they don't look as flat as the older Fallout titles. This is achieved by simple tricks and drawings over the maps I do in photoshop with my graphic tablet, some example here:

As you can see, such little stuff makes it possible to look more detailed and pleasant to the eye (atleast it does that to me). Adding shadows by "painting" also enhances the picture imo.... Just so you can see it's not some sort of wizardry and everyone can do that. :p

Aguirre: The slowing down is because I use a very old computer with restricted RAM, there shouldn't be any problems on newer PCs. I'll still tone the snow down though, it sometimes makes it a bit hard to see items on ground if some blizzard is licking on your screen.
