Yes, three will be remembered, and is remembered because of how much Bethesda really loves to push three as the main Fallout. Not only that, but it is remembered because of how much it changed in the lore, gameplay, and setting. The Capital Wasteland is bleak, dark, and unforgiving, but it a new location. The East Coast. Fallout has always been in the West Coast, and a new Fallout on the other side of the US that changed the lore and just about everything else will be remembered.
Also, three is remembered for either being terrible, or good. I have never seen a middle ground with people that have played it. Sure, it has its interesting things and such, but it was just so terrible with its completely linear story and lack of RPG elements in an RPG series. Yes, it was fun to play and this is my opinion after at least 400 hours and multiple plays. The DLC quests were great and I had fun with it. Fallout 3 will be, and still is, remembered.
(Yes I am fully aware this is a super old question but I wanted to give my opinion that would confirm that it is remembered, besides that it obviously still is with the release of 4 and its success).
