Back in 2006 Fallout 3 was not as offensive because we were just a few years out of 98 in the first place. Now it is not as offensive because real RPG's are actually being made again so I don't give a fuck.
 
Really though I think Fallout will either get a more direct ripoff (not Wasteland or UnderRail) or a straight up legit sequel or spinoff that will appease the hardcore fanbase. The problem is it cannot be made in Russia because part of Fallout is dumb American shit that Americans understand. Americans can't even point Russia on a map. Is it Ukraine? Who knows?

So what developer that is still making RPG's is likely to make a game like Fallout? Unless one of these fantasy RPG devs switches to sci fi I don't see it yet but then again I never heard of Owlcat games until I loved them.

Cover is considered as any obstacle between you and your target. Other people, barrels to duck behind, trees, and walls are all considered cover. Cover will modify the to hit chance as a negative penalty. You will never have a better chance to hit your target if there is cover between you and it. The amount of the penalty depends on the cover. A barrel may be very little, another person a little more, and a wall may have a really big modifier. Targeted attacks are discussed below, but they all have some sort of negative to hit penalty based on the location being targeted. Trying to hit someone in the eyes is more difficult than attacking their left arm (or tentacle, or whatever).

Never even knew the obstacles provided that bonus. I always that they were just to add immersion to whatever location they were propped in.

When I say it looks the most “Fallout” I meant that the ruins of pre war architecture seem the most accurate to the retro future concept, all looking very 50’s.
Just another one parroting the meme that Fallout's aethestic is technology that looks like it belong in the 50s and not the 50s trying to predict the future.

And some people still scratch their heads when someone claims Bethesda doesn't understand Fallout, when they themselves don't even understand this simple concept.

No, it was hella offensive then...bringing back the Enclave and the BoS after both factions were 1) destroyed by the Chosen One and 2) the BoS being a depreciated wreck by 2241...

1998 to 2008 might not feel like a long time now but it's still ten! years. Even if most people played 2 in '99 and '00 that's waiting eight more years; drumming up and building up expectations for that time is a lot. Tactics came out in '01; and was sortttt of well received (taking place in the late 2100s helped assauged concerns), while BoS in '04 was universally panned. That's what Fallout fans had to deal with until the first trailer for 3 came out, Jul 5, 2007, or salivate over Van Buren screenshots/leak. And I bet a few fans were disappointed to see a BoS Paladin in DC, even without knowing the year, from that teaser alone... the old boards, the old lore, they tell of those old cries.....

Hell even to this day people still don't like that it's a FPS rpg mix, on the east coast, a variety of things. The split was almost immediate right after 3 came out. Apparently Bethesda used to come here, but not anymore....
 
Do we know the age of the poster? They could be 8 years old the way 2022 is and I would not be shocked at all or expect them to instead want to boot up Fallout 1 on their daddy's desktop. I was just talking to a friend earlier about how Deus Ex: Invisible War was my first Deus Ex game but I did not know how inferior and shitty it was because I was playing on a xbox due to my PC being crap and me never seeing a game like that before. I was 14 or 15.

I think I am hitting the age where if people like Bethesda games good for them at least they aren't doing like Squidward is there.
