Well Bethesda has never been that good at the graphical quality, they did improve character models on Fallout 4 so after some modding and enb it would probably look Witcher 3 on Ultra level of good.
It's the creation engine, so modding will be as diverse as with Skyrim.
Well Skyrim has the Frostfall, Hardcore needs and Phallanx Normals mod and of course SKYUI which are all rather amazing mods.
I don't remember any interesting NPCs in skyrim.
Fallout's trajectory to date continues to be a fascinating case study. It's basically become an off-key homage to the world of the originals at this point, a sort of infinite interactive fanfic generator. I'm always going to mourn the writing and the atmosphere we've lost, but I'd be lying if I said this wasn't something I was interested in. If this was an original IP instead of a Fallout game, I wouldn't be conflicted at all about jumping right on board the hype train.
Like I said, high-texture mods follow on the heels of any release like mushrooms after the rain.. who knows maybe all those kids and you know something that Beth designers don't, or may be not.Some quick ones. FO4 has better human models, but the texture quality is in line with the Medium sized texture packs from the nexus.B
But I guess if you have 3 perception you won't be able to tell either way.....
