Bethesda has uploaded raw videos from E3

This was copied from the Fallout 4 reddit page about what has been confirmed at the event. These are not my words.

I first of all want to say thanks for the QuakeCon Attendees for answering tons of questions, so many of these are taken and formulated in another way after their respective owner.
LOOTING: Looting will be in real time, no pause whatsoever. It'll be a little window you can scroll through.
NAMES: The 1000 Names on the list will also be names focused on levity; It'll be unserious some of them, like Mr. Fuckface!
CITIES: A Bit of Diamond City was shown (Concept Art). Some of the Attendees say that they saw it were covered in snow, which'll mean there may be snow. The gameplay were located in Lexington!
DIALOGUE: Dialogue will be incredibly flexible: It'll be able to have a conversation with 2 other people at same time, like a conversation in a group.
COMPANIONS: Companions confirmed is Piper (A girl character, and no she's not that hot.) Located in Diamond City, Mr. Handy (A Robot like Codsworth), Preston Garvey (The leader of the Minutemen, or sort of). There'll also be relationships! No matter the gender you are, you can always be a couple with a boy or a girl.
PIP-BOY: When you look at the Pip-Boy, the game will pause. Even in combat of course. Inventory's also now easier to get to, as there's a quick select screen for throwing grenades and using stimpaks, etc. And this will not pause the game.
ANIMATIONS: Animations will now appear when you're using Meds, such as Stimpak, where you'll be bursting it into your chest. There are a lot of different animations, and they're way more detailed than before, even Dogmeat has a ton of little detailed animations for everything he does. AI will now also have the feature of jumping and climbin some obstacles, and they jumped through the window in the show.
KARMA/REPUTATION: There'll be procedural reactions to you, based of your reputation and Karma, so Karma will get it's respect in the game.
WEAPONS: Nothing really special of what we've seen whatsoever. There was an Automatic Plasma Rifle, but not really anything else. You can also find modified weapons in the Wasteland, and this may depend on your luck how modified it is. You can also melee with your weapon now, even if there's not a bayonet attached to your weapon!
PERKS/PERKS UI: Looked like a Jeopardy Board says some: 7 Categories and 10 Rows sat after increasingly better perks, what seen that were new was Intimidation and Attack Dog! Perks will also be depend on your S.P.E.C.I.A.L, For example: the higher your Perception, then earlier on you'll get access to a perk dedicated to Perception.
GHOULS: Ghouls has changed a lot now, so it feels like they've changed character heavily (when you're comparing FO3 AND FO:NV): They're walking differently, like they've got some mentally impairing disorder, and the animations looks pretty fluid.
LEGENDARY: Many other enemies and such will be legendary, even human-like creatures, such as Ghouls.
BEHEMOTHS: Some Behemoths were unquestionably bigger than the one in the trailer. Some even say as big as they were in Fallout 3.
RECORDED?: It's being doubted, as they had pretty good security in the room.
HACKING: Nothing special to talk about, closely at being the same as in the third dimensional games of Fallout.
BOOKS: (Some) Books are now actually readable, like Grognak The Barbarian, with different issues!
SKILLS: No such thing anymore, and will be replaced with Perks, and it's not a disappointment calmly said.
THINGS TO KEEP UPDATED ON: They'll be updating their Fallout 4 Site (possibly monthly) with a new video shown of the different S.P.E.C.I.A.L on their official Website. All this were made in a self-made blog i made. This were NOT copied. Made by COHL7500.
 
So yo ucan take perks whenever you want and their availability is dependant on SPECIAL? This shit is just a shooter now....
 
I'm not really digging the whole concept of 'base' perks.

It's like how Skyrim basically had you wasting five perk points per skill just to maintain parity with the advance of the game world because your skills didn't actually improve with use.
 
You've brought up a lot of reasonable complaints against Fallout 4 in the past since it's announcement, but now it just seem like you're just trying to find more reasons to bash it by twisting and misinterpreting things. All it's stating is that the higher one of your special stats are, the higher level perks you'll be able to have access to sooner. My assumption off of this is that, perhaps another special stat with a lower score of 4, like Perception for example, would mean that you would have to go though more leveling in perks in that branch before you can get to the better ones. Seems reasonable. I don't like skills being gone either, but this seems to be an "alright" change. Doesn't break the game, and if I want to play a Fallout game with meaningful skill progression, I'll just play Fallout 1 and 2.
 
Well to me it's not an alrigth change, they have completely butchered a very important aspect and turned it into Borderlands. This just further shows their general dispostion towards the Fallout series, it's just a name to them, they don't even care about respecting the RPG elements and Todd Howard even claims he is supposedly a fan yet has done this to it....

I do feel as if they should of posted a public poll in early development asking fans what they would like to see in 4, what they want changed and what they want to stay the same. My money is on people voting for skills to stay. But it doesn't matter at this point, what's done is done, and with my experience with games, when devs make mechanical changes like this, they very rarely go back and put back in what they took out in the previous game.
It's sad that they made a change like this, but it's not going to stop me from enjoying the world of Fallout.
The only thing that would make me stop enjoying Fallout is if they made the same kind of drastic changes that were made from Saints Row 1 to Saints Row 4. I'm not even a fan of the series and I feel bad for the fans of the original.
 
Time to wait for a good overall mod...or a bunch. Even then it's going to be full retard. Never go full retard.
 
I fear this one might be beyond modding to make it playable. Like Skyrim. Even with the 80 mods I installed I still can't get myself to play often.

I know. It is probably one of the worst things to happen to Fallout in recent memory. Perks taking the place of skills is bad enough without all the other crap.
 
Odds are there's going to be a number of modders not happy that skills are gone and will spend months working on an overhaul to bring skills back the moment modding tools are released. I've seen some amazing mods from the Fallout community, I can garentee that it'll happen if Bethesda doesn't have built in blocks preventing it. And even blocks are only temporary. It's only a matter of time, and patience. It will happen.
 
The problem is that the absence of skills from the beginning completely alters every aspect of game design, dialogue, questing, level scaling, etc. They would need to basically redo the whole game if they wanted to mod skills back in.
 
Only one companion at a time in your party is expected since New Vegas and Fallout 3 were like that, but 12 companions all with romance options? :whatever:

Fucking Dragon Age and Mass Effect ruined RPG's. Well, Bioware did simply put.

All of the focus on combat just turns the game into a straight up Borderlands/Mass Effect clone.
 
Not sure on this romance angle going over well with the LGBT community, of which I know several members. The beginning of the game shows you and your spouse of the opposite sex so you can choose between the two. So if you choose a male character and the game lets you romance a male companion, isn't that telling people that homosexuality is a choice? I can't see many LGBT people being pleased with this. >_>

Or maybe I'm overthinking it. *shrug*

Yeah, I think I called it with the first teaser that there will be people pissed off by the cisheteronormative background the game forces upon you. i'll definitely keep the popcorn ready.
 
Everyone is bisexual. simple answer.

It IS hard to write different answers depending on what your characters is, of course...
Not a single decision shall diminish your enjoyment of gameplay! Replay-value shall only be added by DLC!

But if we provide players with a blank slate for their characters to fill, then how do we play on their feels by giving them a family that dies?

I mean, nothing makes you feel worse than your family dying because everyone has families and feels the exact same way about their family.
 
Next thing we know the Legendary versions of the enemies have gold names, 2-3 special attributes like "immune to fire" and they'll have a higher chance to drop magical.. oops.. "radioactively special" lewts.
