It is kind of a choice between two "evils" huh?
One way or another, you don't get the Fallout experience you really want; combining the exploration aspect with good role playing parts in which you really feel like an inhabitant of a post nuclear apocalyptic wasteland trying to find his or her own path while pursuing a personal goal. (heh, in Fallout 1, 2, and New Vegas that just happened to coincide with saving humanity at large, or deciding the future of the south west for generations to come)
Occasionally I am tempted to buy Fallout 4 as yet after I played it soon after the release and was totally disgusted with it after two weeks of trying to finish it.
It is also one of the few games on which I used cheat codes during my first playthrough as I was so completely bored with having to build up my character in order to pass some skill checks because the means to normally get extra XP were of no interest to me. (doing those radiant generated quests or whatever they are called)
I am trying to think of what I liked about Fallout 4, well the androids I guess (the non type 3 ones).
Okay they don't fit the setting completely but I could have lived with the androids had their origins and purpose been more interesting. (I personally would have written the type 3's as terminator like, a mechanical endoskeleton with cloned flesh around it)
The Institute turned out to be a rather boring creation, basically the Enclave version 2.0 and Big MT, but much less interesting.
In the hands of a skilled writer we might have gotten something with a major plot twist, perhaps us, the player finally discovering this place made up to be a futuristic utopia of super science only to learn that the scientists, technicians, and everyone else is long dead, either having killed each other, committing suicide, or killed by something else.
I really hope us fans can make a better Fallout game one day as I still love the universe.
Edit: oh I once had this storyline in mind.
The player at the start of the game wakes up in what appears to be a fully equipped and furbished hospital that is run by robots and computers.
Using a medical computer to make up your own stats, skills, appearance, and so on, you manage to escape from the hospital.
But as you try to get your bearing you discover that part of your memories seem to be gone or inaccessible for you. You have no idea how you got here or what you were doing before you got taken to the hospital (or who took you there), just your distant childhood memories.
As you try to find out what your recent history was and what is up with that hospital you visit various settlements to do quests and talk to NPCs.
But at some point you start running into people who claim they have met you before, and perhaps based on your own actions/behavior, this other "you" was either either an evil SOB or a much better person than you.
There are two of you running around and it is unclear which of you is the real/original one.
The background plot would be about androids seeking to replace humans and trying to become them by uploading the personalities/memories of captured individuals into android bodies, "curing" humanity of its weaknesses such as greed, lust, ignorance, etc.
