I sort of wonder if the weapon crafting system isn't going to be limited to "affixing mods to weapons" so maybe you need to be strong for the melee weapon perk because you need to somehow hammer nails into an aluminum baseball bat.
 
If by "strong" you mean 3 in Strenght then sure... Man seriously this rewarding Level 1 stats shit is just beyond dumb.
 
....note the removal of traits, absence of ammo types so far, then reconsider what you think of Fallout 4.

I don't think you're right about the absence of ammo types. If you look through the weapon mod screen captures on a Google search, you can see there are different ammo types for the different weapons. Focused Laser Rifle uses E-Cells. Bayoneted Pipe Rifle uses .38 caliber. Etc.

Alternate ammo types.

Like armor piercing rounds, slugs, overcharged energy cells, you know, things that add complexity and depth to combat.

The INT 5 perk is apparently "Ammo Crafting" and the crafting perks apparently work where you need higher tiers of the perk to craft better or more powerful things, so it's conceivable we will get ammo types again. I mean, if the perk is just "you can make .308 rounds instead of buying them" it's not a very interesting perk at all as "saves you a small amount of caps" is a poor reward for actively investing in an attribute (as you only start out with 28 points, the average character will have 4s across the board.)

However if all the amunition does is making more damage than it would be actually the same, instead of saving caps you simply unlocked a perk that lets you do more damage.
 
Well it's not lik your attributs where hard to increase or like you had a limited number of perks to choose, they can get away with shitty perks because they have no level cap.
