Yet that wouldn't work because many teams have different playing styles, and some of these playing styles don't play offensively (meaning that there are few goals). As well as that, for many the road to the finals is different and can be much easier for one country than the other. You can't judge them by that, then.

It is always good for the host nation to win the competition. The Greeks shouldn't win anyway, as they are not the best team (not that anyone else is).
