That quest might be dropped in the next release. Killap mentioned something about it a while ago - the Primitive tribe will get a work over to improve the quests, etc.

I don't see why it should be changed at all. It's basically a newbie errand, to introduce the game's mechanics. Suggesting it deserves its own Quest is like suggesting that you need a Quest to tell you to pick the lock on the first door you find in the Temple of Trials.

I've personally used 4shared, because it's easy, free, and whatever limitations it may have, it's more than adequate for my purposes. You might also want to post the links on the Vault Tec Labs wiki's Bug Report section, because they may have an easier time combing through the bugs list there than here. Yeah, all this talk of the vertibird got me confused since I thought I removed it after various discussions.
