Fallout 4’s Character System

By the looks of things Fallout 4 might be even easier than Fallout 3. Only hope is that they don't give you mini-nukes like candy and have a proper hardcore mode.

Seems like the Medic perk will remove any form of challenge from the game though if that's the case.

IIRC, it was confirmed that you can't spam stimpaks anymore. There's also an actual player animation for taking a stimpak.

One thing they did that shows they might have actually learned how to make actual shooting mechanics decently.

You really can't make things challenging if you can just bring up a menu and heal instantly with no cost.

And it shows in Fallout 3.

No real aiming, instant-healing, enemies that just sponge up attacks like they are made of adamantium.

Ok, one, I didn't mention NV. Two, yes you do. Go around Megaton, free sniper rifle, that's supposed to be a high power weapon, yet you get a free one from a damn hollowed out rock at the start of the damn game.

Balanced by ammo rarity and its low durability. Still, how is that different from the fact that you get a 10mm SMG at Vault 15 and access to the Magnum .44 in the Den, pretty much removing balance and throwing it out the window?

What Radio is likely getting at is the F3 rifle takes only a walk around Megaton, with little resistance thrown at you, to get such a high power weapon from the word go, versus the three level Vault delve in Fallout 1 for the SMG and the traveling to the Den, with the needed amount of stuff to trade, for an 800 cap weapon. Essentially, there's more you have to do to get the latter two weapons versus the rifle in F3.

There have been improvements, I won't denny that. But at least 70% of what Bethesda did was actually dumbing down their games. See the Elder Scrolls. And I am not even talking about that they removed the acrobatics skill - albeit I actually liked the idea behind it.

I agree that the switchover from Morrowind to Oblivion and Skyrim did include a lot of streamlining and removing stuff that helped make a great RPG. Thing is, I evaluate game not just by comparing them but also on their individual merits. The gameplay is solid, but I agree - WHAT COULD HAVE BEEN.

At the same time, there's something to be said about why, since Oblivion, Bethesda feels the need to overhaul their gameplay systems, or at worst, homogenize systems between IPs.

That would be nice. I always thought of equipping stuff like stimpacks and other chems (like weapons) as a cool sort of challange. A timer/charge mechanic for stimpacks seems odd and could be better done by giving more severe penalties for stimpack addiction maybe. It all depends on how fast it really is because 40% heal seems really overpowered.

Correction: Stimpaks don't have addiction or withdrawal effects but it would be cool to have a more visual effect on stimpaks the more you use them

What could have been...

If Obsidian got the rights...
Simple, we would have little doubt Fallout 4 would be a decent modern RPG, and although it would not be as hyped, it would still sell well while actually having good writing, mechanics that make sense, a much better, more up to date engine, etc.

Has anyone read the perk chart on orcz.com? So far after reading it, it's a big disappointment. V.A.N.S. is basically Hand-holding, the perk, which means an entire perk slot was wasted on guiding idiots in the wasteland. Some of these perks are also redundant, like lead belly and rad resistance, why not combine these two?....Nuclear Anomaly? That entire perk takes up a perk slot? Fail. Unarmed was yet again placed in the backseat, it only gets one point where Melee Weapons gets a shitload. Dumb Luck is dumb, unnecessary perk slot is unnecessary. Luck of the Irish is moronic, anyone focusing on Luck will probably destroy the game by having a chance to find rare loot. The dog gets an entire perk, no point in the other companions I guess?

It's pretty funny that "Nerd Rage" is apparently the capstone perk for intelligence. Maybe they actually made it useful this time but the whole concept of "you get more powerful when you've taken a lot of damage" never really worked for me, since a smart character probably ought to avoid situations where they're going to take a whole lot of damage.

Don't you guys find hilarious that Intlligence of 3 which would've turned your character into a retard in FO1-2 is now good enough to put together guns in a garage? Not to mention a Strength of ONE gives you perks that boost your damage. A SPECIAL Stat on ONE shouldn't give you any fucking perks related to it.....

I think that is rather telling. Can't let the player think they are stupid or lock out content I guess.

What is this Orcz.com Perk chart? I tried going to the site and to google it but I can't access, does anyone have a link or a transcript?

Absolutely. That change crippled the secondary cost and resulting gameplay changes of min-maxing SPECIAL, because you're looking at them equally as things that affect derived attributes and open the way for perks; being able to invest in your SPECIALs every level doesn't improve that perception.

And if we assume zero in any SPECIAL for Fallout 4 is the equivalent of five from past games, having a ten in any of them would be borderline equivalent to having a fifteen in a core stat in Scion: God.

Looking at their chart I have to say that once again I find their wording sooooo missleading ... 240+ perks? My ass. Sorry. But saying there are more than 200 perks is like saying there are more than 70 skills because you can go from 1 to 10 with each skill. Which is nonsense. If anything there are 70 perks where some can be leveld up. I mean you're not saying Diablo 2 has 400 skills because each skill can be leveld up 20 times.

Can't remember the exact interview anymore but I am sure that is more or less something that even one of the Beth developers said. No clue if it was Todd or Emil though. But it was something about RPGs and Fallout related and it was basically one of them saying they didn't liked very much how certain decisions could lock you out of content to speak so. And that was the time I knew, they don't like choices and concequences. Which is alright, it is as far as gameplay goes definitely not for everyone, Diablo worked always good without the RPG typical C&C. Same for many other games. But Fallout was never made to work like the Elder Scrolls or like Diablo.

No one is saying that because each class has 30 skills that can be levelled up 20 times, which means 600 skills per class. And with 7 classes(with the expansion) that is 4200 skills. And since skills are now perks Diablo 2 has 4200 perks you can select on level up(you can access more perks with equipment).
