Fallout 4’s Character System

Leveling up will become useless just like in Skyrim. Prepare to play a FPS with paper thin RPG mechanics.

The character system sounds like Skyrim, except that you have to chose between perk and stat instead if getting both every level.
Yeah, not good in my honest opinion.

Why does only your posts have the duplicates all the time? I recall some other people were having that problem and you mentioning it. Bad internet or forum issues?

I think is Forum Issues, I have had issues where the "Reply Box" for the text just went completely white for hours and I just couldn't post anything and I also had the Double posting thing for a while.

Nah, the perks are basically like this.

Gunslinger

Rank 1: Plain 25% damage boost to pistols
Rank 2: Chance to hit with pistols in VATS +25%
Rank 3: Pistols increase critical hit bar faster
Rank 4: Pistols do 50% more damage to weapons for disarm
Rank 5: All pistol hits to limbs in vats cripple that limb

So basically, they're just taking their perks from Skyrim and smooshing them into a "tree" (more like a ladder) to make them seem like there's more depth.

But there isn't.

It feels like some of you are skimming a lot of information, there are level locked perks, and not all the perks have general progression.

"These additional ranks do require your character to be a higher level. This allows us to make some powerful Perk ranks that reward your investment in a certain SPECIAL as well as that individual Perk. It also allows us to fold Perks we liked from previous games into Perk ranks in this new system. For example, the Fallout 3 perk Paralyzing Palm (paralyze enemies through hand-to-hand), now becomes the Rank 5 Perk for Iron Fist. But you need to have chosen the previous 4 ranks of Iron Fist and be level 46. We also pushed old Perks to do new things at higher ranks. Strong Back doesn’t just up the amount you can carry; higher ranks of it allow you to fast-travel while encumbered or even run while encumbered at the cost of Action Points."

No clue, I'll try reloading the page completely or something like that...

We aren't skimming anything, we already know they streamlined everything for easier consumption.

I really hope there are a lot of charisma checks in dialog in FO4, having a voiced character is no excuse. Speech is one of the main things that defines this series and they fumbled it so hard in fallout 3. Talking bosses to death is what made fallout and it needs to be in fallout 4 and it should be well written on top of that and not lazy like it was in 3. Idk if anyone here has listened to any interviews of the two actors playing the protagonists in game but I haven't seen it brought up on this website so I'll mention it here. The voice actors keep hammering in how good they think writing is in FO4 during their interviews and it sounds genuine when they say it, so that gives me some hope for it but I'm still not convinced that Bethesda gets the whole picture of what makes fallout great like Obsidian does. It's like Obsidian is the actual father of fallout that understands it and Bethesda is the stepdad that gets half of the picture and not the whole thing but has full ownership of it, it sucks.

No. I think we over analyze every single bit of information. That and there are not enough perks especially with this new system implemented.

Fallout 2 had like 80 perks, but I still liked it. I honestly don't care too much about how it plays as long as the story doesn't end up like 3. I'd rather it be more like NV or The Pitt DLC.

You're probably gonna be very disappointed in Fallout 4 then. Probably a "Humies vs. Metal Cans" sort of thing where you only have two options, and the trailer for their combat did show the Brotherhood blimp dropping out of the sky, and then a laser beam scene, probably showing the two choices of what happens.

And it's more than confirmed, Dialogue checks work on a Charm chance or a Jedi Mind trick....

You are right, I forgot about a few of those, specifically cowboy and grunt, however I don't believe those perks were ranked, now that perks like that are ranked you can boost damage significantly instead of just a 25 percent boost.

Yeah, but ranked perks in Fallout 4 are probably more focused on grinding implications to make yourself feel like you're achieving something. So instead of +25%, it's +5% per rank, with 5 ranks in. So ranked perks are mostly useless shite to make people feel like they're making progress when they're not.

I can tell you didn't even read what Bethesda said so let me quote an example for you:

Gun Fu above allows even more damage the more targets you select, increasing to instant Critical Shots. Gunslinger has ranks that up the range of pistols, add a chance to disarm enemies, and even instant limb crippling shots. Strong Back doesn’t just up the amount you can carry; higher ranks of it allow you to fast-travel while encumbered or even run while encumbered at the cost of Action Points.

So adding ranks to perks just doesn't add 5% per level of damage, additional levels allow you to do truly unique things, they are further specializations in that perk.

I guess I shouldn't be surprised that people rant about things they haven't read :)

Making all perks ranked just removes the uniqueness of them, they are no longer a Special bonus you work towards, they are just routine.

I mean there are only 70 perks this time, they just repeat them 3 times, that's the kind of laziness only AAA developers can get away with nowadays.

Not accurate- for example, the perk "Sneak" also contains Light Step and Silent Running. At least in some cases the different levels are new perks rather than an arbitrary percent increase on the base perk.

Just another person who felt qualified to comment without actually trying to read and understand what Bethesda is doing.

Seriously, people, if you are going to comment, do it intelligently, at least read what is being done rather than operating on your assumptions!

So tell us what is the point of having so few perks with no level cap?

So they are rolling multiple old perks into one, that doesn't take away the fact that they removed Skills or that the Dialogue now works like a Jedi Mind trick.

Also that Perk Chart UI makes me think Modding perks in will be very difficult and or Janky.

It's like when they started simplifying shit after Morrowind. This shouldn't even be argued. This is a fucking regression no matter how you spin it.

I mean what does this system even accomplish? If you just have a pack of Perks every level rolled up into a rank there is no real "specialization" SPECIALLY with the NO LEVEL CAP thing.

Bethesda simplified character progression and removed an entire dimension of character building and player interaction. They took so many steps backwards...
