Leveling up will become useless just like in Skyrim. Prepare to play a FPS with paper thin RPG mechanics.
Why does only your posts have the duplicates all the time? I recall some other people were having that problem and you mentioning it. Bad internet or forum issues?
It feels like some of you are skimming a lot of information, there are level locked perks, and not all the perks have general progression.
"These additional ranks do require your character to be a higher level. This allows us to make some powerful Perk ranks that reward your investment in a certain SPECIAL as well as that individual Perk. But you need to have chosen the previous 4 ranks of Iron Fist and be level 46. We also pushed old Perks to do new things at higher ranks. Strong Back doesn’t just up the amount you can carry; higher ranks of it allow you to fast-travel while encumbered or even run while encumbered at the cost of Action Points."

Fallout 2 had like 80 perks, but I still liked it. I honestly don't care too much about how it plays as long as the story doesn't end up like 3. I'd rather it be more like NV or The Pitt DLC.
You are right, I forgot about a few of those, specifically cowboy and grunt, however I don't believe those perks were ranked, now that perks like that are ranked you can boost damage significantly instead of just a 25 percent boost.
Yeah, but ranked perks in Fallout 4 are probably more focused on grinding implications to make yourself feel like you're achieving something. So instead of +25%, it's +5% per rank, with 5 ranks in. So ranked perks are mostly useless shite to make people feel like they're making progress when they're not.
Gun Fu above allows even more damage the more targets you select, increasing to instant Critical Shots. Gunslinger has ranks that up the range of pistols, add a chance to disarm enemies, and even instant limb crippling shots. Making all perks ranked just removes the uniqueness of them, they are no longer a Special bonus you work towards, they are just routine.
I mean there are only 70 perks this time, they just repeat them 3 times, that's the kind of laziness only AAA developers can get away with nowadays.

Not accurate- for example, the perk "Sneak" also contains Light Step and Silent Running. At least in some cases the different levels are new perks rather than an arbitrary percent increase on the base perk.
