Sfall's DX9 modes are good if you want to run fallout2 in a window or you want to scale up from a lower res then your monitors native res(LCD). Some monitors can also be a bit finicky even when the hi-res patch is set to it's native res, I believe using the dx modes can help alleviate this problem as well.
If your running full screen and have the hi-res patch set to your monitors native res you can probably get by without using the dx modes. If you do this you should probably set colours to 16 bit to avoid psychedelic colour problem.
The GPU BLITTING option helps speed up screen drawing(smoother scrolling) and will give a noticeable boost when using both hi-res and dx modes.

When I die screen is just plain white. I hear narrator but no image. It's not that I care that much about two seconds of white screen just wondering if anything else might be affected. Maybe endings?
Have you tried moving the mouse around a bit?
The Dx modes have a little quirk when fading to static screens, if you don't move the mouse the screen stays blank. It's usually not that noticeable as most people tend to move the mouse inadvertently anyway.
When using resolution higher than a standart 640*480, some of the maps cannot be scrolled to the left. There is a portion of the map to the left of my character, yet I can't access it because I can't scroll there.
There must be some issue with the map edges…I passed Killap all of the new map edge numbers for FEMP (RP 2.0), but never made new edge numbers for resolutions higher than 1280x1024 (I didn’t have access to a monitor with the high end resolutions – I’m old school). Incidentally I don’t think I made numbers for the resolution 640x480…I need to check my files.
It really shouldn't matter much which resolution you use. Extra settings for particular resolutions are just minor tweaks. If you setup the default edges in 800x600 they should still be playable at 640x480. There may be some problems with very large resolution above 1920x1200.

In the "Desert2.ini" looks like your missing a digit in the west edge value for both 800x600 and 1024x768. You can probably get rid of both as they should probably work fine with the default data. I'll leave it in your capable hands.
I`m using 17" monitor and 1280*1024 75 Hz is my native resolution. So my question is still:
Does the small fonts problem on high resolutions can be solved? Or may be this is impossible?
Run the game at 800x600…it’s a beautiful experience. You don’t need to see the entire map to enjoy the game; actually it makes the game better not knowing what’s up ahead. I realize everything looks a bit large…but compared to the original 640x480 it’s a beautiful experience. You can almost see the tears in their eyes as they crumple into a bloody mess. (No font problems at that resolution).
You'd have to recreate the fonts at a larger size and pretty much have to also recreate each window/interface. It would be a lot of work but I might have a crack at it one of these days.
You could also use sfall's DX9 mode for a greater variety of res options.
Sfall settings:
Set DX9 mode to full screen
set the scaling res to 1280x1024(native res)
turn on gpu blitting
You can then set the hi-res patch resolution to almost anything between 640x480 - 1280x1024.
Play around to get the best results.

I was directed to this thread about this little problem. Im stuck at the EPA without an exit grid. I cant move the camera to the lower part of the screen where it is supposed to be. I tried moving around the camera to see if it would unlock. But it did not unfortunately. I tried reloading the game but that did not work either.
It is the same story with the first cellar with all the rats. I cant move the camera to the lower right corner.

I believe the problem is that you don't have the hi-res patch installed. It comes pre-installed with the RP so I'm not sure what the problem is there.
Have you installed any other mods that replace the fallout2.exe?
The EPA maps are very large and extend beyond the limits of where an un-patched fallout2 can scroll to.
I`m not sure what you mean with resolution, 1024*x768 i guess. I dont know if the game resolution is the same.
I have not installed anything that have replaced the exe. file.
And Fallout2 High Resolution Patch v2.2b is installed.
