in this scenario the war on drugs would end within a single presidential term. its pretty authoritarian but all you gotta do is not be a drugged out loser. oh! they should also drug test all people who are arrested. hell drug test for a hospital visit. drug test for welfare (the fact that this isn't a thing blows my mind). back the degenerates into such a corner that they have no choice but to get clean.
