There's a research military facility similar in scope to Norad, maybe a bit bigger, that specialized in computer, biological, and power research (nickname: "Triple Threat"). Some of these were for weapons, others were government contracts for furthering the nations capabilities at home. Think of it as Los Alamos, Argonne and NASA rolled together underground. Would be located in a dense pine mountain range. If I/m honest, the best way to think o fit would likely be Half Life 2 in Fallout.
West Tek was cool, but I felt there wasn't nearly enough. Coming across a hole punched in the desert is one of the best possible setups, this facility however would have went untouched by the war and would only be affected by it's own decay depending on when you come across it. I'm thinking it would be pretty soon after the war as the security would be unbreakable to waste landers. Maybe a small group with security clearance made it out of the lab? Maybe it could be come a formidable contender for jumpstarting civilization while being terrifying and dangerous at the same time? A playing with fire situation. Might be a good name for a mission involving it, "playing with fire".

There's a NORAD facility deep under the towering mountains of Newfoundland that survived the War. Enclave or at least government remnants are chilling.
I was thinking a command and control center on the order of Cheyenne Mountain. So far as I kjnow there are no extensive bunker systems in Newfoundland, only a few NORAD radar posts including so-called Texas Towers, wich are quite cool and recall the Oil Rig.I found some mentioning of radar bases when I looked it up online, do you mean those?
Expanding on Camp Navajo, I have to admit that I was inspired by some elements of the Fallout RPG the team of Black Isle was playing that would be a source of inspiration for Van Buren.
The base would be an excellent experience building area for the player where he or she could enter the training program and improve on various combat and non combat skills.
Based on how well the player performed at certain tasks he or she would be given weapons and other equipment from the base's storage and armory.
Other than the semi-artificial intelligence or true artificial intelligence there would also be various training robots and automated security systems.
Possibly the player could also turn this place into their own camp or base of operations.

Was it? I know that Tibbets was occasionally referred to in the design docs as Big MT, but I never heard that it was a fossil of an earlier design concept. Could you tell me more?It rather is, and that was basically the prison from Van Buren which really was inspired by a place called Big MT the people at Black Isle played before developing Van Buren.
Big MT was originally some kind of military training camp full of training robots.
If I have to choose which concept to realize, I would go for the prison though.
I like the idea of a fan made DLC for FNV in which the player has to organize a prison break.
