I wonder, would an EMP disrupt a power armor's systems?
I am not sure. We should ask our expert Ausir. He knows everything ~ around Fallout. And what he does not know Brother None can correct (or was it the other way ?)
Logicaly it could, I think. But even today already certain military systems have a protection against EMP (Eurocopter Tiger for example is pretty well protected, it was even used for the movie James Bond Golden eye. How well protected though ? No clue). One could image they might have in 2070s better protection. But Fallouts future is quite different from our future. So maybe they have something. Or they dont. If the powerarmor does not contain many electronical parts EMP might not even do that much.
It did in Operation Anchorage... but I hold that with a grain of salt. Mind you, the Armors run on micro-fusion cells and so did the cars at the time of the war and THEY were affected. So I guess it would all come down to whether or not they had protective shielding.
I dont take anything that was made by Bethesda as fact nor part of the Fallout canon to say it that way. Particularly when its dealing with the technical side of the gameplay/world.
Dont forget. In Bethesdas world there is no thing like SCIENCE!. Just "fun fun fun!".
Maybe they took their time to do some research about the technical aspects of the Fallout science and world. But I doubt it. That are details which cost money and time particularly when youre not used with a franchise or dont see even much reason for those details as I think that they would never go with something that might "hurt" the fun in their eyes (and I doubt most of the people in Bethesdas office have been used with Fallouts loore or science, for sure not like Fallouts old devs, which is not a try to blame them its just natural its a simple fact that they have not created the franchise and thus cant know it that well like those who created it of course. Or simply like Ausir who spents most of his life on the Fallout wiki).

The power armours would have servos (which enhance strength) as well as Gyros and other electronics to allow better movement and use of weaponry. Which means that an EMP of sufficient strength would effectively render a suit inert. That being said, the suits of armours are made to resist different types of energy which could represent a significant amount of hardening against an EMP.
I think it would really depend on how much of a Power Armor suit is mechanical versus how much of it is electronic, not to mention if the electronic parts control the mechanical parts, and to what degree, etc. An EMP could do enough damage as to render a suit of Power Armor utterly inert, or it could just make a few of its subsystems (life support etc.) ineffective. For both potential gameplay and lore/story purposes I would probably say it's closer to the latter, if only because it provides a theoretical counter to Power Armor aside from "a bigger gun". What we do know is that Power Armor is resistant to laser-type attacks due to the composition of its outer layer, so I doubt the effect of an EMP would be totally ruinous.
But in the Fallout universe, most electronics are still tube-based, which are much more resistent to EMP than semiconductor-based electronics.
So I don't think that EMP would knock out a powered armor in the Fallout universe.
I can't remember, but weren't pulse weapons awesome against power armor? It was either that or my plasma caster, I forget.

Edit: I just checked out those scan (Sorry, don't know how to upload ) and they make mention of a "Pro-government organization," now, I don't know about you, but my Enclave sense is tingling... and that isn't out of excitement..
The devs confirmed that the Enclave does not appear in the game as a faction, only some remnants like Gannon. "Pro-government" simply means NCR's own government.

I'm pretty sure they mean the NCR.
Maybe the bracketed part after NCR made it a little bit confusing, but I'm pretty sure 'a pro-government organization' is a simple apposition to explain what the NCR is to people who are learning about it for the first time.
The article writing style is far from good though.

Yeah, you are probably right. Though I wouldn`t mind having one Enclave base of opperation where they try to sustain their independance (imagine Enclave base, surrounded by tranches and mind fields with small garnison, defending from Cesar Legion`s overwhelming forces.).
Thank Gawd. Let's hope one can wipe them out completely this time.
