In case anyone actually cares about this, you should know that Steam seems to have recently relaxed their restrictions on pornography. So you've now got that option in addition to the entire rest of the Internet.
If I remember correctly, no Fallout games have sex between companions, isn't?
Yes, you can have sex with prostitutes, be a pornstar, a fluffer, have sex with some NPCs, but specifically with companions I don't recall.
As I stated before I think it's for the best, never saw this kind of option really work in videogames.

I finally watched "Better Call Saul" after it was standing two years in my Netflix personal list.
It has one of the best romantic relationship between characters in a story, Jimmy and Kim. You know why?
They don't spend thousands of episodes "discussing the relationship" or whatever. They live togheter, they sometimes have sex, do something they both like or have fun doing, do their own things alone without the other partner being forced to be present like you usually see in movies and etc.
You know, like normal people usually behave.
