Also, he's using the least effective method of digging up someone in a shallow grave. Like the courier's hand is literally sticking out of the dirt, all he needs to do is grab his hand and pull him out, but nope, he just decided to unbury him one handful of dust at a time.
 
They probably wanted to implement the faceswap other Securitrons have when Hostile (their screen turns red) but never got around to it.

On Easy Pete pronouncing Caesar as "Kaizer", he does it on the context of stating that he has heard it pronounced both ways and he is not sure which is proper. I think the NCR is all aware of the Legion's prefered pronunciation for their leader and they mispronounce it on porpouse.

This perfectly sums up why I can't take people who think Dead Money is the worst DLC seriously.

Dead Money offers new challenges, makes it so you need your wits to pass through. You start to figure out different strategies to get past. It changes the pace of the game in a way that's brilliant and requires more thought to survive.

I found out Joana goes missing if you finish How Little We Know before helping her escape.

Joana herself says "I've been with perverted men but Cachino's done things... to me, that - Even other Omertas would also want to kill him if they knew what he does."

Cachino's journal makes it clear he's very obsessed with Joana.

So if you make Cachino the head of Gomorrah Joana permanently disappears and never seen again.

Jas Wilkins located in Sloan could very well be a serial killing cannibal or at the very least goes around butchering dead bodies in the wastes as there are no known strange meat pie vendors or hunters in New Vegas. You can find a plethora of strange meat pies in the mess hall which she runs and you can even speak to her as a cannibal if you have that perk.

Originally from California and her great-aunt being Rose from Modoc, she explains her hometown was more civilized than it's ever been, but goes on to say it was too boring and full of laws thus leading her to leave and head towards New Vegas where it was more Wild West.

Perhaps looking to escape the NCR law and start new or go somewhere she can be more undetected and unpunished.

It's more likely that she think the Cannibal courier is making a very awful joke and rather not continue the topic.
 
What explains all the strange meat pies she has in the kitchen?
Well, you have a point.
But lack of detail about the meat source make me harder to believe she actually is a cannibal and actual know those strange meat she make into pie are human flesh.
There is no other place for butchery around Sloan other than his kitchen, and i don't think she can butcher human while no one knowing it.
So she will have to acquire the strange meat from trader or butcher from somewhere else yet we don't have any detail about such thing.
All we got is there are some strange meat pie in the kitchen, and maybe the two perk related dialogues from her, then nothing else.
 
To me the fact that you can use both cannibal perks in dialogue, and that there is strange meat in the kitchen (which is widely known for using human flesh in a recipe), it's just too odd and hints at something much bigger but perhaps they didn't have the time to flesh out what exactly was going on here.

If it was just the perk by itself and nothing else I could interpret as her thinking it's an awful joke but it seems way too purposeful to have strange meat (which isn't to common at all and rare occurrence) placed liberally around her kitchen as well.
